Towards an abolition of the tauromachic torture ?
On March 27, 2004, the Board of Directors of the F.L.A.C has set the three following key directions for this action :

In Paris :


  • Set-up of a group of delegates representing the different organisations belonging to the F.L.A.C on one hand, and on the other hand, the representatives of the associations working in partnership with the Fédération ; those delegates will be in charge of meeting the Members of the Assemblée Nationale that support us.
  • Writing of a claim file including among other things the reiterated demand to abolish the 3rd Alinea of the article "521-1 of the FrenchCode Penal law."
  • Press releases sent to all media.
  • Decentralised action: this action will be cascaded through the Country by all committees and delegations that will be in charge of forwarding our claims to the Members of the Assemblée Nationale through face-to-face meetings with them.
  • Distribution of a common leaflet

This action follows the one that the F.L.A.C initiated in partnership with the GRAAL on April 25 th 2001. The objective was to reiterate our demand to abolish the 3rd alinea. On their part, promoters of the corridas celebrated the fiftieth anniversary of the Ramarony-Sourbet law, and issued a manifesto signed by all the French organisations linked to the corrida.

Thank you to cascade and support this action of crucial importance so as to counterbalance the action of the "Elevage et Tradition". Group that has been set-up within the French Parliament and that is trying by all means to impose an abject activity to the hole territory

3rd Alinea Action
Report about our action of April 28th 2004, in Paris.

The action called "3rdAlinea" launched by the FLAC (Fédération de Liaisons Anti-Corridas) in partnership with the Associations belonging or not to our federation, was held in excellent conditions, this April 28th, in front of the Assemblée Nationale (French Parliament). A group of delegates, led by Josyane Querelle, President of the FLAC, with Michèle Descamps (SPA Paris), Alain Pierret ("Les Exclus Sauvages"), Jean-Marie Denut (le COLBAC Béziers / Hérault), Christian Baloy (CAC 83 / Fréjus / Var), Monique Leroux (GRAAL / Paris) was received by Geneviève Perrin-Gaillard, Member of the French Parliament for the Deux-Sèvres Department and her attaché Marc-William Millereau.
This constructive meeting focussed on the ambiguity of the current legal frame and insisted on the necessity to abrogate the famous "3rd Paragraph" that tolerates corridas (bull-fighting) over a part of the French territory, based on a "local uninterrupted tradition". We also discussed the propaganda within schools and colleges, on subventions paid by local authorities to schools of bull-fighting, and on the demand made by the corrida supporters to bring the VAT from 19.6% down to 5,5% on bull-fighting activities, among other subjects.
We highlighted the existing gap between citizens and elected politicians on this subject, often taken as marginal, but which fills in the pages of the local newspapers.
Happily, more than 80% of the French citizens are against bull-fighting.
The "people-initiated referendum" was the logical next theme, since even in cities where bull-fighting still exist, a majority of citizens are against corridas. Let's remind that Béziers, with 70.000 inhabitants, has recorded more than 23.000 signatures for the petition against corridas !

As a conclusion, Ms Perrin-Gaillard wishes to be kept closely informed of this subject, including from an economical and juridical standpoint.
As far as militants are concerned, they stay prepared to actively contribute to the launch of the "Etats-Généraux de l'Anti-Corrrida" in 2006, with European participation.

Towards an abolition of the tauromachic torture ?

The "Convention Vie et Nature pour une Ecologie Radicale" expresses a firm support to the complete abolition of leisure hunting and of tauromachic torture, a form of "entertainment" combining suffering, fear and death of sensitive living beings, and a sickening pleasure for some scary people.

From now on, a majority (relative or absolute) of people favour the abolition of such practices, but politicians, especially in totalitarian or conservative parties, serve the interest of a blood-thirsty minority, those who try to forget their own bore and uselessness by promoting the death of living beings.

Any debate at the French Parliament degenerates into an anti-ecology or anti-animal delirium, and one has to deeply misunderstand the political class to hope any civilised reform from elected people that are prisoners of their won obsolete vision of Society.

Through a referendum, leisure hunting and tauromachic torture could be abolished very simply, but we live in a context where a party can hold 70% of the elected MP with only 20% of the votes.
Madame MARLANT MILITELO, elected MP of the ALPES MARITIMES, is a member of the liberal-right wing UMP party, and has forwarded a proposal for a law that would abolish "corrida" (animal torture) in France.

I have already explained that two obstacles prevent from having any hope about this law.

The first one is a legal obstacle : in the French fifth Republic system, the Parliament role is limited to registering the wills of the Government. Laws come from the Government under the form of Law Projects. MPs can forward a Law proposition, but it has to become a Law Project to be on the agenda of the Parliament.

Thousands of Law Propositions are lost and forgotten in the drawers of the Parliament, only used to please some voters lobby. The MP who forwarded them know very well that their Propositions will never be discussed at the Parliament, but they use it as a reward for their supporters.

It is not only the case of the Proposition of Madame MARLANT MILITELO, many texts with a symbolic content will also be forgotten. A reactionary government tries to please the right wing traditionalists, which are the base of its power.

The other obstacle is political : Leftists or rightist, but especially rightist, a French Parliament will never abolish bulls torture (corrida) before dozens of years. For these politicians, the people likes to hunt, to kill birds and to torture bulls, in one word "the people" are stupid, unintelligent and never feel compassion.

For those French politicians, only delicate intellectual people and grandmas with little dogs can reject animal torture (corrida) and leisure hunting, traditions that are solidly established in our regions.
Of course, they are totally wrong in mistaking the people with the lowest category of people and they ignore the reality that the polls reveal.

But this is the situation, and everyone has to understand how broad is the gap between the MPs and the French people.

By the way one could say that if the MP misunderstand the voters, the people also elects the wrong MPs.

Those who dream of a better conscience and sensitivity in the French MPs have to read a Parliament's verbatim to realise the degree of conservatism and unintelligence of the political class on this matter.
Some of our friends discover this issue after the nasty comments form Mr Bayrou (the man who serves Mr St Joss, the leader of the CPNT, a party promoting leisure hunting), against the Proposition of Mme Militello (France-Culture Radio, August 26).

But this fact must not become a source of division among those who fight against animal torture and against the degradation of the people who support it.
On the contrary, being united and determined, gathering all energies, and taking initiatives is the only way to go to overcome the institutional barriers

Two additional remarks have to be mentioned
On one hand the proposition of Law has not a single chance to be adopted for the reasons that I just explained.
On the other hand, this text was not written in vain and has the immense interest of existing and to be a starting point exactly as the anti-slavery propositions that were never adopted under the 1st republic. d'exister, During the disastrous debate about the European constitution last spring, there were posters in Holland saying : "No to Europe, so as to avoid being associated to animal torture countries".
In France, politicians thought that their could reassure people saying that Europe would no abolish animal torture (corrida).

What a low level of intelligence and ethics !

Opposite to those political dinosaurs, I say that a politically united Europe will be able, one day to abolish these barbaric practices that horrify all other people in Europe.

As a consequence, we sincerely congratulate Madame MARLANT MILITELO for her symbolic act, full of courage and democratic value, but let's not be duped by a false hope, there is a complete divorce between generous and intelligent citizens and a political class obeying to a minority of insatiable killers.
